Pakistan’s Inter‑Services Intelligence (ISI) allegedly planned a multi‑site terror operation targeting a historic temple in New Delhi, a popular dhaba on the Delhi–Sonipat highway, and a military camp in Haryana through operatives linked to the Shahzad Bhatti‑backed module, sources told security and media outlets.

The disclosures emerged during the interrogation of nine alleged members arrested by the Delhi Police Special Cell under its “Gang Bust Operation 2.0,” which has been targeting the Pakistan‑linked module across several states.

Investigations show that one of the accused had conducted a detailed reconnaissance of the historic Delhi temple, clicked photographs of the premises, and shared them with Pakistan‑based handlers via social‑media platforms. The module allegedly planned to first open fire on the police and paramilitary personnel deployed at the temple, and then strike the religious site itself to create panic and mass disruption.

The same operatives were also tasked with carrying out a grenade attack on a busy dhaba on the Delhi–Sonipat highway that draws thousands of daily customers, with the intention of causing large‑scale casualties and terror.

A military camp in Hisar, Haryana, was also surveyed, and videos of the area were reportedly sent to handlers across the border, while some police stations in Uttar Pradesh were identified as secondary targets, heightening the perceived threat to internal security.

The Delhi Police Special Cell has seized leads that indicate a broader pattern of IS‑linked terror modules using India’s accessible religious, commercial, and security nodes as targets, underscoring the need for sustained intelligence‑driven crackdowns and stricter vigilance around sensitive infrastructures.
